Project Scope
To programme manage the largest technology enabled business transformation programme in the history of the organisation, and to champion and deliver a programme of change management best practice. During this time we programme directed a strategic review of the incumbent IS partnership.
The proposed changes to finance and procurement processes were to impact the majority of staff and elected Members in this 40,000 employee organisation. Accountable to a Senior Officer/Member Programme Board, we were responsible for an aggressive set of financial and process based benefit realisation targets.

Key Activity
- Programme stabilisation and management:
- (Re)mobilisation: Introduction of programme office; training/
coaching to increase capacity/capability. Communication, stakeholder management
and benefits realisation strategies
and delivery plans. - Blueprint validation/QA: Strategic option re-appraisal. Re-validation of
the vision, business case, and benefits realisation plans. Secured business
unit validation of solution requirements and
buy-in to core/generic business processes. - Programme design: delivered enterprise-wide ‘to be’ business process designs; data strategy; tender process and supplier selection for new budgeting and forecasting tool, and eProcurement solution.
- Technical scope: managed solution architecture; integration, hosting and reporting strategies. Engaged the IS service provider in a new working relationship.
- Closure: Production of ‘Phase 1 Close out’ report and preparation for Gateway review through to Phase 2.
- Lead business transformation: introduced Change Management best practice, mobilised a network of senior ‘change agents’ to champion and inform the programme solution, coached internal resource to increase sustainability of the change through active knowledge and skills transfer.
- Programme directorship of a 3 month, commercial review of the incumbent IS Strategic Partnership, resulting in recommendations to the Chief Executive and Members.
