Project Scope

The Department of Health (DH) set up the Commercial Directorate (CD) in June 2003, working closely with Ministers, other DH officials and the NHS to gain the best value for money in areas of expenditure and to provide a core interface for negotiations with the independent sector.

Randon Consulting was appointed by the CD to manage the procurement
of one of the Independent Sector Treatment Centres (ISTC) programme schemes. Our role was to ensure commercial and procurement excellence across the DH and NHS and to promote the adoption of commercial practices and innovations, where and when they significantly improved
the effectiveness, efficiency and quality of care of the NHS.

Extensive experience of managing change was also brought to bear in ensuring the sustainability of the solution through integration into the local health economy.

Key Activity

  • Management of the procurement of an Independent Sector Treatment Centre (ISTC), ensuring consistency and co-ordination of decision making and reporting and in particular:
    • Commercial advice
    • Financial analysis, modelling and evaluation
    • Scheme financial reporting and accounting.
  • Strategic commercial planning for the scheme and provision of commercial advice to all stakeholders (including advice on the application of the Freedom of Information Act).
  • Management of relationships with:
    • NHS stakeholders,and independent sector providers;
    • external advisors to ensure consistency of the procurement
      throughout the development, implementation and contract
      management stages; and
    • DH financial teams and HM Treasury, ensuring value for money
      on all allocated projects.
  • Provision of all commercial support required to assist any OGC approvals and other similar governance needs, both internally and externally.
  • Provision of commercial advice and information into tender documentation and bid submissions and evaluations; liaison with Providers to develop solutions/resolution of any funding issues, which may affect the outcome of the scheme.
  • Provision of change management and project management expertise and coaching to NHS and DH teams, including stakeholder strategy, communication planning and benefits realisation modelling and plans.
